The recipe to craft Pebblet Axes can be unlocked by analyzing either a Pebblet or a Crude Rope.
It can also be unlocked by reaching Brainpower Level 1.

The Pebblet Axe is used to harvest Tier I chopping resources: Grass, Dry Grass, Clovers, Dandelions, and Berries.
Combat[]
The Pebblet Axe deals Chopping damage and categorized as an Axe, so it's affected by the Chopper Mutation.
Upgrading it to level 6 (Mighty) at a Smithing Station imbues it with the Finale Damage effect, increasing the damage of the 3rd hit in its attack combo by 25%.
